一、 項目簡介 Program Overview

優(yōu)秀青年科學基金項目 (海外) 旨在吸引和鼓勵在自然科學、工程技術等方面已取得較好成績的海外優(yōu)秀青年學者 (含非華裔外籍人才) 回國 (來華) 工作，自主選擇研究方向開展創(chuàng)新性研究，促進青年科學技術人才的快速成長，培養(yǎng)一批有望進入世界科技前沿的優(yōu)秀學術骨干，為科技強國建設貢獻力量。項目資助強度：100-300 萬元 資助期限：3 年

The Overseas EYSF aims to attract and encourage outstanding young scholars (including non-Chinese foreign nationals) who have already achieved notable success in natural sciences, engineering, and other relevant fields to return to (or come to) China. Young scholars may freely choose their research directions to conduct innovative studies. This is to accelerate their growth as young scientific talents who are expected to become academic leaders capable of advancing to the forefront of global science and technology, contributing to China' s development as a world leader in science and technology.Grant amount: RMB 1-3 million Duration: 3 years

二、 申報條件 Eligibility Criteria

(具體以國家 2026 年正式公布文件為準)Subject to the official national documents in 2026

優(yōu)秀青年科學基金項目 (海外) 的申請人應當具備以下條件:

(1)遵守中華人民共和國法律法規(guī)，具有良好的科學道德，自覺踐行新時代科學家精神

(2)出生日期在 1986 年 1 月 1 日 (含) 以后；

(3)具有博士學位；

(4)研究方向主要為自然科學、工程技術等；

(5)在取得博士學位后至 2026 年 4 月 15 日前，一般應在海外知名高校、科研機構、企業(yè)研發(fā)機構等獲得正式教學或者科研職位，且具有連續(xù) 36 個月以上工作經(jīng)歷；在海外取得博士學位且業(yè)績特別突出的，可適當放寬工作年限要求 (不適用于通過中外聯(lián)合培養(yǎng)方式取得海外博士學位的情況)。在海外工作期間，同時擁有境內(nèi)帶薪酬職位的申請人，其境內(nèi)帶薪酬職位的工作年限不計入海外工作年限。

(6) 取得同行專家認可的科研或技術等成果，且具有成為該領域?qū)W術帶頭人或杰出人才的發(fā)展?jié)摿Γ?/span>

(7) 申請人尚未全職回國 (來華) 工作，或者 2025 年 1 月 1 日以后回國 (來華) 工作。獲資助通知后須辭去海外工作并全職回國 (來華) 工作不少于 3 年。

Applicants for the Overseas EYSF shall meet the following requirements:

(1) Comply with the laws and regulations of the People' s Republic of China, possess sound scientific ethics, and actively practise the spirit of scientists in the new era.

(2) Born on or after 1 January 1986.

(3) Hold a Ph.D. degree.

(4) Be primarily engaged in research fields such as natural sciences or engineering technology.

(5) From the date of obtaining the doctoral degree to April 15, 2026 (inclusive), the applicant is supposed to have a research postion for at least 36 consecutive months in a reputable overseas university, research institute, or company. For those who obtained their doctoral degrees overseas with exceptionally outstanding achievements, the requirement for work experience may be appropriately relaxed (not applicable to overseas doctoral degrees obtained through Sino-foreign joint programs).Note: Time spent in a concurrent, paid position in the mainland of China will not be counted toward the overseas work period.

(6) The applicant should have attained research or technological achievements recognized by peer experts, demonstrating potential to become an academic leader or outstanding talent in certain field.

(7) The applicant shall not have taken up full-time employment in China yet, or shall have returned to work in China on or after January 1. years.

限項要求執(zhí)行國家科技人才計劃統(tǒng)籌銜接的相關要求。同層次國家科技人才計劃只能承擔一項，不能逆層次申請。

Application RestrictionsImplementation of the program shall align with national requirements for coordinated management of science and technology talent programs. Applicants may hold only one national talent program at the same level and may not apply downward to lower-tier programs.

三、 支持條件 Supporting Policies

除國家提供的資助外，項目入選者可享受廣東省及江門市疊加配套科研經(jīng)費支持，同時享受學校以下政策:

In addition to national funding, program awardees will receive supplementary research grants from Guangdong Province and Jiangmen City, as well as Wuyi University:

1 編制及聘崗 Appointment & Positioning

納入事業(yè)單位編制，并聘為正高級專業(yè)技術職務。Awardees will be offered a permanent post as full professors.

2 薪酬待遇 Remuneration Package

學校提供有競爭力的年薪、購房補貼；

每年可享受所在二級學院的年終獎勵性績效工資；

對超出聘用合同任務目標之外的突出成果進行單列獎勵。

(1) Awardees enjoys a highly competitive annual salary and a generous housing subsidy.

(2) Awardees are eligible to receive the year-end performance bonus distributed by their respective schools/departments.

(3) Outstanding achievements that exceed the performance targets stipulated in the employment contract will be awarded as a separate item.

3 科研支持 Research Support

學校提供充足的科研經(jīng)費支持；

優(yōu)先支持組建創(chuàng)新科研團隊，并配備充足的科研辦公和實驗場地；

在招收團隊成員、研究生招生指標等方面給予充分支持。

(1) Awardees will be provided with ample research funding by Wuyi University.

(2) Awardees will be prioritized to establish an innovative research team, with ample office and laboratory space.

(3) Full support will be provided in the recruitment of team members and the allocation of graduate student enrollment quotas.

4 其他生活支持 Additional Living Support

根據(jù)人才需要，協(xié)助解決配偶工作，安排子女入讀江門優(yōu)質(zhì)公辦學校；

辦理廣東省 "人才優(yōu)粵卡" 和江門市 "人才綠卡"，享受廣東省及江門市提供的人才政策；

提供最長6年的過渡性住房；

符合條件的人才可享受粵港澳大灣區(qū)個人所得稅優(yōu)惠政策。

(1) If needed, awardees' spouse will be offered help in finding a job in Jiangmen, and his/her child (ren) will be enrolled in top public schools in Jiangmen.

(2) Awardees will get You Yue Card for Talents in Guangdong Province and Talent' s Card of Jiangmen, and enjoy all provincial and municipal talent benefits.

(3) Transitional housing for up to six years will be offered.

(4) Awardees will enjoy the preferential individual income-tax policies of the Guangdong-Hong Kong-Macao Greater Bay Area if they meet the requirement.

5 特別說明 Additional Notes

依托學校申報并進入答辯但未入選的人才，經(jīng)學校人才引進程序可按拔尖高層次人才引進；

依托學校申報的優(yōu)秀人才，且符合學校其他人才類別條件者，學校優(yōu)先引進；并優(yōu)先推薦申報廣東省相關人才項目。

(1) Talents who applied for the Overseas EYSF relying on Wuyi University, made it to the defense stage but were not selected may be recruited as top-notch high-level talents through the university's talent introduction procedures.

(2) Outstanding talents who apply for the Overseas EYSF relying on Wuyi University and meet the eligibility criteria for other talent categories of the university will be given priority in recruitment by the university, and will also be prioritized to be recommended for application to relevant talent programs in Guangdong Province.
